Chief Operating Officer - UnityPlace

Full-Time, Benefitted

 

The Chief Operating Officer reports directly to the UnityPlace President and provides executive leadership, strategic direction, policy administration, budgetary direction, fiscal oversight and operational guidance over UnityPlace.  Responsible to ensure that UnityPlace provides the highest quality, cost effective services and operates within the quality and financial expectations set by the UnityPlace President. Ensures all functions are in compliance with applicable regulatory guidelines and accreditation standards.

Responsibilities

Evaluates overall UnityPlace operations to identify long and short-term program, care delivery, resource allocation, service and operational changes that position UnityPlace to fulfill its mission and compete effectively in the marketplace. This position provides leadership and expert knowledge of operations to the President and participates in developing operational/ strategic plans for UnityPlace.

·         Analyzes market and payor data of operational services and reviews trends in the industry to identify opportunities for improvement or development.

·         Implements the business plan for new projects/services.

·         Works closely with providers in business development.

·         Assures all operational activities support the current strategic plan.

·         Develops targets and evaluates results of new projects/services and their impact on the organization.

·         Participates and provides expertise unique to hospital and community behavioral health and addiction services in the operational and strategic planning for the organization.

·         Evaluates operations for all aspects of UnityPlace to assure effective, high quality performance and exceptional patient experiences.

·         Provides leadership in creating an environment conducive to obtaining key results, retaining talented management staff and changing rapidly to meet external and internal challenges.

·         Monitors implementation of policy decisions where needed and sets expectations for performance.

·         Leads and/or directs Performance Improvement Initiatives in high priority areas assuring patient care delivery and patient satisfaction levels are monitored and improved.

Organizes the annual budget preparation with the CFO, intervening with others on the management team to assure the planned budget meets the financial objectives of the organization. Monitors and approves over budget expenditures reporting large changes.

·         Analyzes key operational indicators to assure UnityPlace is meeting the expected operating performance and addressing issues with the President.

·         Utilizes productivity data to plan overall staffing adjustments and to develop manpower plans that meet benchmark comparisons and assure staffing effectiveness.

·         Oversees operational expense budget and co-leads the Capital Review Process and facility/construction capital for UnityPlace facilities.

·         Monitors variance reporting with management team and corrective actions.

·         Participates in manpower review and approval of changes in operating and capital budgets.

·         Develops with the UnityPlace CFO the annual budget and oversees the implementation of the budget.

·         Analyzes and implements opportunities to reduce operational expenses without impacting clinical quality outcomes.

Ensures that licensure, accreditation requirements, quality standards and patient oriented outcomes are achieved and all operational regulations governing behavioral health care and addiction services delivery are met by continuously monitoring operations and evaluating practice and outcomes, initiating changes where required. Interprets and implements policies developed by the President. Develops and approves policies that guide operations and ensures the same standard of care is delivered throughout the organization.

·         Maintains current knowledge of key regulatory requirements affecting UnityPlace.

·         Continually evaluates operations and practices to assure evidenced based and meet regulatory compliance.

·         Ensures UnityPlace is aggressively implementing the Corporate Compliance Program.

·         Assures surveys, reviews, and inspections are well prepared for and deficiencies timely and completely addressed.

·         Set standards for care wherever care is delivered in the organization.

·         Approves internal standards and policies affecting services and operations and assures compliance.

Basic UPH Performance Criteria         

·         Demonstrates the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.

·         Demonstrates ability to meet business needs of department with regular, reliable attendance.

·         Employee maintains current licenses and/or certifications required for the position.

·         Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding behavioral healthcare and addiction services.

·         Completes all annual education and competency requirements within the calendar year.

·         Is knowledgeable of hospital and community health compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse.  Brings any questions or concerns regarding compliance to the immediate attention of the UnityPlace President and hospital administrative staff.  Takes appropriate action on concerns reported by department staff related to compliance.

Bachelor’s Degree in related field

Master’s Degree in Business or related field

Experience:

 

 

 

 

Minimum of 5 years in Administrative positions is required. Prior experience demonstrating effective management skills and knowledge of behavioral health and addiction services operations. Must have proven ability both to lead and develop management and staff. Must have ability to maintain effective working relationships with leaders, physicians, nurses, board members and employees.
