The Director Surgical Services Non-RN provides strategic, operational, and financial leadership in partnership with clinical leaders to ensure the efficient, sustainable performance of perioperative services. This role serves as the primary business liaison to physicians, using data and analytics to optimize utilization, cost, and operational outcomes. The Director oversees all perioperative business processes and leads high-impact initiatives that align clinical, operational, and financial priorities to support organizational goals.

Responsibilities

Strategic, Financial, and Business Leadership

  • Provide overall strategic, operational, and financial leadership for surgical and procedural services.
    • Develop and manage operating, capital, and long-range budgets and financial plans.
    • Perform service line profitability analysis, cost-per-case analysis, and margin optimization.
    • Lead business planning for new programs, service expansions, and technology investments.
    • Conduct ROI, cost-benefit, and market analyses to support growth and resource allocation decisions.
    • Align departmental goals with organizational strategic and operating plans.

Operations, Utilization, and Process Optimization

  • Oversee day-to-day business and operational functions of perioperative and procedural services.
    • Design and implement efficient workflows that support safe, high-quality, and cost-effective care.
    • Lead block utilization, capacity management, and scheduling optimization.
    • Develop and monitor key operational performance indicators and dashboards.
    • Identify inefficiencies, risks, and process gaps; implement corrective and improvement initiatives.
    • Ensure regulatory compliance, accreditation readiness, and adherence to best practices.

Physician Engagement/Stakeholder Relationships

  • Serve as the primary business partner to surgeons, anesthesia providers, and clinical leaders.
    • Build and sustain strong physician-administrative partnerships (including dyad relationships).
    • Facilitate communication related to supply changes, technology trials, and workflow impacts.
    • Participate in and support interdisciplinary committees, governance structures, and workgroups.
    • Promote shared accountability, collaboration, and alignment across clinical and administrative teams.

Financial Management

  • Ensure accurate pricing, charge capture, coding, and billing workflows.
    • Partner with finance and revenue cycle teams to optimize reimbursement and revenue integrity.
    • Lead supply chain initiatives including standardization, inventory management, and vendor collaboration.
    • Oversee product evaluations, trials, conversions, and value analysis processes.
    • Implement cost containment and resource optimization strategies.

Data Analytics, Information Systems, and Decision Support

  • Lead the development and delivery of operational, financial, and utilization reporting.
    • Translate complex data into actionable insights for leadership and clinical partners.
    • Oversee database integrity, reporting accuracy, and system optimization.
    • Support forecasting, modeling, and scenario planning.
    • Serve as a subject matter expert for perioperative business and scheduling systems.
    • Drive technology enhancements that improve efficiency, access, and performance.

People, Leadership, Quality, and Organizational Development

  • Recruit, develop, and retain high-performing teams.
    • Provide coaching, mentoring, and performance management.
    • Foster a culture of continuous improvement, accountability, and engagement.
    • Lead quality improvement initiatives across clinical, operational, and financial domains.
    • Ensure compliance with safety standards, infection prevention practices, and regulatory requirements.

Qualifications

  • Education:  Bachelor’s Degree in business or healthcare-related discipline required. Master’s degree in healthcare administration, business, or related discipline preferred.

  • Experience:  5 years progressive leadership experience in hospital-based surgical services, ambulatory surgery centers, or complex healthcare operations required.  1 year hospital budget systems development and management required.
  • License/Certifications:  IA Child Abuse Mandatory Reporter Training in state(s) where providing care within 90 days.  IA Adult Dependent Abuse Mandatory Reporter Training in state(s) where providing care within 90 days.  Valid Driver’s license when driving any vehicle work related reasons.  
  • Knowledge/Skills/Abilities:  Communication & Influence: Build trust and credibility with physicians and nursing leaders. The ability to facilitate consensus, negotiate and resolve conflicts constructively.  Project/Program Management: Possess the discipline to plan, execute, monitor, and close initiatives that improve access, quality, safety, and financial performance across surgical and procedural services.  Healthcare Electronic Systems: Proficiency in using electronic systems to oversee surgical service operations.  Budget Management: Ability to manage departmental budgets, tracking financial performance.  Operational Excellence: Strong focus on streamlining processes, eliminating inefficiencies, and embedding a culture of ongoing improvement and high performance in project delivery.  Performance Measurement and Reporting: Ability to track, analyze, and communicate the progress and outcomes of projects, programs, or business operations against defined goals or key performance indicators (KPIs).  Risk Management: Ability to identify threats to operational, financial, regulatory, or patient safety performance and proactively mitigate them through structured processes.  Regulatory Compliance Systems: Knowledge of JCAHO, DNV, CMS, and HIPAA standards to ensure compliance in surgical services operations.
