Overview

Regional Manager Marketplace Exchange

Days, Full-time

On-site, with ability to work from Quad Cities, IL, Des Moines, IA, and Cedar Rapids, IA.

 

 

Leads and maintains efforts to ensure the UnityPoint Health System is operationally prepared to assist individuals on the Marketplace Insurance Exchange, overseeing the year round operation of the UPH Des Moines internal Call Center and ensures the consumers’ ability to make insurance enrollment appointments at the appropriate UPH affiliate.

 

Including but not limited to training, and maintaining Program Management of the system wide Patient Financial Coordinators/Certified Application Counselors with each Affiliate’s Leadership team to provide and sustain standardization. Manages and coordinates regional teams of Outreach and PFC/CAC staff to support QHP, Iowa and Illinois Medicaid year round enrollment activities. Coordinates and facilitates community outreach events and maintains community partnerships to educate Illinoisans and Iowans on the Affordable Care Act, insurance coverage as well as providing information and services in a manner that is culturally and linguistically appropriate.

 

Represents UPH as the CMS Liaison and the Iowa and Illinois DHS Liaison while continuing to provide resources to all Affiliates system wide. Ongoing management of UPH CAC compliance and to provide significant knowledge of the Marketplace, Medicaid Expansion, Presumptive IA Medicaid, Financial Assistance and SSA Disability guidelines. Coordinates with regional CMS office to ensure program compliance and to stay current on changes and updates to CMS regulations and the Marketplace-Healthcare.gov.

Responsibilities

  • Develop, implement and manage the training of UnityPoint Health Certified Application Counselors, as well as Patient Financial Coordinators ensuring compliance with State and Federal laws, HIPAA regulations and patient confidentiality.
  • Develop and maintain an enrollment program that ensures a consistent application of processes across UnityPoint Health and compliance with State and Federal Laws.
  • Engage all employees to fulfill UPH brand promise and sustainability goals. Reduce duplication of efforts.
  • Lead system efforts in overseeing the UPH scheduling system to manage appointments with individuals seeking assistance in enrollment for a Qualified Health Plan.
  • Overseeing and maintaining the ongoing development of UPH Call Center designed to answer individual’s questions or schedule appointments with CACs.
  • Monitor all CAC’s quality of work to ensure it meets Federal, State and UnityPoint Health System requirements.
  • Lead efforts with the regions to develop a process to capture statistical information and enrollment results.
  • Continuing support and education for PFC/CAC’s with their affiliate leadership.
  • Internal process review for PFC/CAC and CAC program efficacy and refine processes as needed.
  • Ongoing management of designated SharePoint sites, Operation Policies and Procedures and PFC/CAC Manual.
  • Bi-weekly or monthly updates to Regional Facilitators.
  • Directly manage and oversee all PFC/CAC’s regionally on a daily basis which includes Rock Island, Moline, Bettendorf, Muscatine, Dubuque and Waterloo. Coordinate the Outreach Program Development events for this Region as well.
  • Supervise this regional staff to manage accounts that require a detailed, large scope analysis of payment/insurance options in order to secure reimbursement. Guide staff directly on best practices to counsel patients that have previous debt with poor payment history, or are unresponsive and/or uncooperative in payment solutions.
  • Maintain customer focus in a passionate manner to ensure customer needs are met and they understand the hospitals financial policy including resolution of personal liabilities.
  • Allocate regional staff at all regional campuses to satisfy workload requirements.
  • Ongoing training of regional employees under my supervision, communicate duties, expectations and procedures.

Qualifications

 

Education: 

  • Bachelor’s degree, Master’s degree preferred

Experience: 

  • Requires experience in healthcare compliance, quality assurance or healthcare administration.
  • Requires knowledge of federal and multi state healthcare laws and regulations applicable to the ACA and Medicaid.
  • Requires highly developed communication skills to effectively work with all levels of management throughout the UnityPoint Health, its subsidiaries and affiliates.
  • Excellent academic credentials with a track record of professional accomplishments which demonstrate superior performance, leadership and vision.

Licenses/Certifications:

  • Licensed State of IL. In-Person Assister thru the Dept. of Insurance Program.
  • Certified Disability Examiner to access case files via SSA website for filings, appeals and hearings.
  • SOAR Case Manager for the homeless population thru SSA to oversee filing of their disability cases.
